GOVERNING BODIES AND GOVERNING POSITIONS
In the second practical, the objective was analyzing the functions assigned to each body of the centre and discussed and assigned about the different bodies. I learnt so much in this practice because without the function of the bodies of the centre, nothing it would be possible.
1-Who is part of the body of the centre in which you are working?
The governing positions are made up by: director, head of studies and secretary.
Director’s functions:
-Represent the school and the Educational Administration.
-Try to direct and coordinate activities.
-Promote innovation and encourage plans to achieve the objectives of the Educational Centre Project.
-Promoting collaboration with families, institutions and organisations to facilitate school - community relationship.
-Ensure compliance with legislation.
-Be in charge of all employees assigned to the centre.
-According to the LOMCE, the most important functions that the director executes are the following:
-Approve the Annual General Programme of the centre.
-Decide on the admission of students.
-Approve complementary resources in accordance with the provisions of Article 122.3.
Head of studies functions :
-In case of any absence or illness of the principal, you must replace him.
-Coordination and supervision of the execution of academic, orientation and complementary activities for teachers and students.
-Preparation of academic schedules for teachers and students.
-Coordinate the tasks of the teaching teams and their coordinators.
-Coordinate teacher training activities
-Organize academic events, trying to guarantee the optimal use of resources.
-Organize student participation in activities.
-Ensure the welfare of students during breaks and non-teaching activities
Secretary’s functions:
-Maintain and organize the use of teaching materials.
-Under the power of the principal, be aware of administrative and service personnel.
-Prepare the center's budget plan.
-Carry out the economic planning of the center as indicated by the director, accounting and reporting to the corresponding authorities.
The governing bodies are made up by: teacher board and school council.
Teachers board’s functions:
-Approve and evaluate specific curricular aspects and all educational aspects of projects and the AGP.
-Formulation of proposals to the management team and the School Board for the drafting of the projects of the center and the AGP.
-Establish criteria for student orientation, tutoring, evaluation.
-Promote initiatives in the field of experimentation and pedagogical research, and on the training of school teaching staff.
-Election of teachers' representatives to the School Board.
School council’s functions:
-It is the body through which the different sectors of the educational community get involved in the governing of a center.
-Evaluating projects and rules.
-Evaluating the AGP without prejudice to the competences of the teachers’ Board.
-Being informed of the candidates to the position of director and their management projects.
-Participating in the selection of the centre's director as set out in this Law.
-Reporting on student admission.
2. What are the regulations governing this body?
The regulations that are governing this body is the Organic Law on the improvement of the Quality of Education (LOMCE). This law was approved in 2013 and tries to complement the previous law that was LOE. The new facts that this law is trying to apply are: the religion must be offered in Primary and Secondary School; during the fourth academic year in Secondary School students can choose between Academic Education or Applied Teaching; public administrations provide further guarantees of students’ right to study in Spanish and some people are disappointed due to the fact that private schools receives support by the law and this action makes feel people that public schools are worst than the other ones.
DIRECTOR
Ø According to LOMCE the director must:
- Approve the annual general programme of the centre
- Approve complementary resources in accordance with the provisions of the Article 122.3
- Decide the admission of the students, regulated by the law.
HEAD OF STUDIES
Ø According to LOMCE the head of studies must:
- Be designated by the director and School Council has to be informed as well as the Provincial Director of Education.
SECRETARY
Ø According to LOMCE the head of studies must:
- Be designated by the director and School Council has to be informed as well as the Provincial Director of Education
TEACHERS BOARD
Ø According to LOMCE the head of studies must:
- The teacher’s board must be governed by the principles of quality, cooperation, equity, equal opportunities, efficiency and accountability: Article 2
SCHOOL COUNCIL
Ø According to LOMCE the head of studies must:
- Be included as an organ of participation of the educational community in the general programming of education and advice to the government : Article 2
3. What are the overlapping functions that affect this body?
In a general point of view, they all need to understand the Laws of school management and they need to have a profile oriented to know how to lead and achieve high performance of your organization. They also all have to have the schools best interest in hand as well as the students.
One overlapping function would be the approval of the Annual General Program of the centre without any prejudice to the competences of the Teacher's Board, in relation to the planning and organisation. This function is overlapped by the director, the Teacher’s Board and the School Council.
The director and the secretary are both responsible for undertaking the economic planning of the centre. Another common function is shared between the director and the secretary as they are in charge of admin and services staff.
The director and the Head of Studies have also got a function in common and that is the direction and coordination of all the activities of the school.
The School Council and the Director have got a common function as well. Deciding on the admission of students.
4. What body would best perform these functions?
The director is the body with the greatest power of the entire school and whose main function is to make everything flow naturally. They’re the most suitable to execute all the functions of the center. It means that they’re not going to do all the functions themselves, but are able to do some whilst the remaining functions are distributed amongst the other members of the school. As we said, we think it would be best if the director could execute all the tasks as they are the one who knows how the school should be run, but then again, it would be hard for them to be able to execute every single task at hand.
5. - What is your opinion about the different bodies of educational centres? What aspects could be improved?
We think that each body has important functions that must be done according to the law, to avoid problems. Therefore, if all the members of each group follows the regulations this will provide the students with the same opportunities and options to develop their ideas and projects. Moreover, if the students receive enough support from teachers, they will improve their school performance.
